The Social Exclusion Unit's report on transport and social exclusion "Making the Connections" introduced a new framework called accessibility planning to deliver joint action on improving accessibility to jobs and key services, by transport, planners, education, health, police and other interests. The consultants and local authorities were charged with putting this aim into practice to deliver improved access to facilities and opportunities for people experiencing, or at risk from, social exclusion.
The main aim of the project was to develop and test approaches to accessibility planning that are transferable, or adaptable, to different geographical areas and consideration of different needs. This informed Department for Transport (DfT) guidance for transport authorities on accessibility planning. The guidance was published during 2004 and authorities were be asked to take account of this when preparing and implementing their second Local Transport Plans.
